Tennessee man indicted on murder, assault charges in December 2019 crash

PULASKI COUNTY, Ky. (WTVQ) – A 21-year-old Tennessee man has been arrested on an indictment in connection with a fatal December 2019 traffic crash in Pulaski County.

According to Pulaski County Sheriff Greg Speck, Deputy Dan Pevley, accident reconstructionist with the Pulaski County Sheriff’s Office, presented this investigation to a Pulaski County Grand Jury in December 2020.

On December 3, 2020, an indictment warrant was issued for James E. Oliver, from
Woodland Trail in Sparta, Tenn., charging him with murder, three counts of first degree assault, first-degree wanton endangerment and first degree driving under the influence of a controlled substance.

Oliver was arrested April 5 in Sparta, Tenn., waived extradition, and Friday, Deputy Jon Williams, traveled to the White County Sheriff’s Office, picked up Oliver and transported him back to the Pulaski County Detention Center. Deputy Dan Pevley served the indictment
warrant on him at the detention center where Mr. Oliver remains lodged on a
$350,000 cash bond.

Oliver’s arraignment is set for 9 a.m. May 20, 2021.


PULASKI COUNTY, Ky. (WTVQ) – According to Pulaski County Sheriff Greg Speck, at approximately 10:30 p.m. Dec. 13, 2019, deputies responded to reports of an automobile accident at the intersection of Highway 461 and Old Mount Vernon Road in eastern Pulaski

Upon arrival, Deputy Logan Starnes determined that James Oliver, 20, of Lynch Road, Crossville, Tenn., was southbound on Highway 461 in a 2009 Hyundai when he crossed into incoming traffic and struck a 1998 GMC operated by Milton Brock, 81, of Edwards Road, Crab Orchard, Ky.

Oliver was treated at the scene by Pulaski County EMS personnel and transported to Lake Cumberland Regional Hospital. He was later transferred to the University of Kentucky Medical Center in Lexington.

Two passengers in the Oliver vehicle were also injured. Eric Peek, 22, of Sparta, Tenn., was treated at the scene by Pulaski County EMS and transported to Lake Cumberland Regional Hospital for treatment. Olivia Stone, 20, of Sparta, was treated at the scene by Rockcastle County EMS and was transported to Rockcastle Regional Hospital for further treatment.

Milton Brock and two passengers in his vehicle, Brenda Griffin, 52, and a 6-year-old juvenile, both from Crab Orchard, were transported to Lake Cumberland Regional Hospital for treatment.

Milton Brock was later pronounced dead at the hospital by the Pulaski County Coroner’s Office.

Deputies were assisted at the scene by the Shopville-Stab and Woodstock Fire Departments, Pulaski County Rescue Squad and the Pulaski County Hazmat and SRT team.

The cause of the accident remains under investigation by the Sheriff’s Office.
