Richmond man accused of punishing children with cattle prod

RICHMOND, Ky. (WTVQ) – Richmond police have arrested 55 year-old Silas Powell on criminal abuse charges after they say he used an electric cattle prod to discipline two children.

Investigators say they were tipped off to a possible abuse situation that alleged Powell was using the prod on a 12 year-old and a 7 year-old  Officers say Powell was living with the children’s mother.  An officer that went to check out the tip reportedly found an electric prod in Powell’s vehicle.

The Department of Community Based Services removed the children from the home shortly thereafter, and said they discovered an injury on one of the children’s legs that appeared consistent with a wound from a cattle prod.

An arrest warrant was issued and Powell was arrested on Feb. 11. He was taken to the Madison Co. Detention Center.
