KSP: One-year old found wandering, mother arrested
RICHMOND, Ky. (WTVQ) – State Police say a one-year old child was found wandering in the road, wearing only a diaper Monday morning in Richmond, which led to the arrest of boy’s mother. Investigators say around 11:00 a.m., a neighbor found the child, cold and dirty, walking outside Blue Grass Homes. When the neighbor couldn’t find the child’s mother, they called police.
State Police say shortly after arriving on the scene, the child’s mother was found and was told her son had been found wandering alone in the road. Investigators say reportedly the child had been missing from his house for more than an hour and that his mother didn’t try to contact law enforcement to report the child missing or take reasonable steps to find her son.
During the course of the investigation, State Police say they found drug paraphernalia and marijuana inside the mother’s home, along with a 3-year old child. State Police arrested 25-year old Lisa D. Bicknell of Richmond and charged her with Wanton Endangerment 1st Degree, Endangering the Welfare of a Minor, Possession of Marijuana and two counts of Drug Paraphernalia Possession. She was lodged in the Madison County Detention Center. A member of the Cabinet for Health and Family Services assisted at the scene, according to KSP.
