Man accused of putting cell phone in hospital restroom, spying on women

MIDDLESBORO, Ky. (WTVQ) – A Bell County man was charged Monday in a 2020 case of video voyeurism in a hospital restroom, according to WRIL Radio.

The initial report was taken January 17, 2020, after a cell phone was found under a sink in a restroom at Middlesboro ARH Hospital, according to the report.

The cell phone had a motion-activated app that when triggered, would supply the installer ‘live’ footage, according to the report.

On Monday, August 2, 2021, the cell phone owner, 49-year old Carl Rains, was contacted at his home, taken to police headquarters in Middlesboro where he admitted to investigators he worked in maintenance at the hospital and watched three women use the restroom while the cell phone was there, according to the WRIL Radio report.

Rains was charged with three counts of Video Voyeurism, along with three outstanding bench warrants, and taken to the Bell County Detention Center, according to the report.

Video Voyeurism is a class D felony that carries a sentence of 5-to-10 years if convicted along with a fine, according to the report.
