Evacuations in parts of Clay City due to flooding
The National Weather Service is expecting the Red River to reach 23-feet Thursday night.
The combination of flooding and below zero overnight temperatures has led to the opening of shelters for people who need a warm, safe place to stay.
If you or someone you know needs emergency shelter, call the Powell County Emergency Operations Center at 606-663-0544.
