Couple accused of locking child in bedroom for long periods

ASHLAND, Ky. (WTVQ) – An investigation that began in January of this year led to the arrest Wednesday of a Greenup County couple in a child abuse and neglect case, according to State Police.

Investigators say 52-year old Franklin Torres, of Greenup, and his wife, 53-year old Sandra Torres, failed to report allegations of sexual abuse to the appropriate authorities.

State Police say the couple also put bars on the windows and used a padlock to secure the door of a bedroom with the intent of keeping a child locked in the room. The reported incidents occurred over an extended period of time dating back to 2016, according to investigators.

The couple was arrested and lodged in the Greenup County Detention Center. Both were charged with Unlawful Imprisonment 1st Degree and Failure to report Child Neglect/Abuse 1st Offense, according to KSP.

Investigators say the initial complaint about possible abuse and neglect of three children at a home on Lucerine Lane in Greenup County came in on January 26, 2017.

The couple was arrested May 17, 2017.
