Virginia man killed in trooper-involved shooting in Floyd County

FLOYD COUNTY, Ky. (ABC36 NEWS NOW) The Kentucky State Police (KSP) is investigating a trooper-involved shooting that left a Virginia man dead Monday morning in Floyd County.

According to a KSP release, Post 9 in Pikeville received a report just before 8 a.m. of a man attempting to get into several vehicles and asking for a ride at a business on KY-680 East near Harold.

When a trooper arrived, police say the man—identified as 33-year-old Henry Foster of Raven, Virginia—pulled out a firearm and threatened to harm himself. Additional troopers and other law enforcement officers responded and began negotiating with Foster in an effort to de-escalate the situation.

Just before 10 a.m., investigators say a trooper fired his weapon, hitting Foster. Despite life-saving efforts at the scene, Foster died from his injuries.

No other injuries were reported. The incident remains under investigation by KSP’s Critical Incident Response Team.
