UPDATE: Lexington Police Arrest Fugitive Wanted For Murder

State Police said an Owingsville man wanted for murder was arrested Wednesday in Lexington.

Troopers said Kevin Howard, 37, was charged with theft, murder and tampering with physical evidence.

State Police said the charges stemmed from the disappearance of University of Cincinnati Professor Randall Russ.

Russ was last seen by his neighbors in August.

According to investigators, human remains were found on October 1st in Fleming County.

State Police said Charles Black, 50, Hillsboro, admitted to troopers that he and Howard had been at Russ’ home when he was killed.

According to investigators, Black also said that he and Howard had buried Russ’ body together.

Black was being held in the Mason County Detention Center.
