Two arrested in Pulaski County after dog found with severe neck injury, malnourished

PULASKI COUNTY, Ky. (ABC36 NEWS NOW) – Two people have been arrested after a dog was found suffering from a serious neck injury and severe malnourishment in Pulaski County.

According to Pulaski County Sheriff’s Office, the investigation began Feb. 26 when Detective Ryan Jones with the Criminal Investigation Division received a report about a dog named “Samson” that may have been mistreated.

The person who contacted authorities told Det. Jones he had picked up Samson on Feb. 25 after becoming aware of the dog’s condition.

Detectives worked with Pulaski County Animal Control and the Humane Society to get Samson immediate medical care at the Somerset Animal Hospital.

Officials say Samson had a four-inch laceration on his neck where a chain and hook had become embedded. The object had to be surgically removed. Investigators also say the dog was malnourished, weighing just 35 pounds. Authorities say a healthy weight for a dog of Samson’s breed and age would be about 60 pounds.

Detective Jones later went to the Somerset residence where Samson had been living and conducted interviews as part of the investigation.

On March 2, Jones secured arrest warrants for two people connected to the residence. Caleb Martin, 23, and Cali Webster, 22, both of Science Hill, were arrested and charged with torture of a dog or cat, a Class D felony in Kentucky.

Both were taken to the Pulaski County Detention Center and remain there on $10,000 cash or property bonds.

Sheriff Bobby Jones says Samson has since been released from the animal hospital and is now being fostered as he continues to recover.
