Decisive actions by trooper, city commissioner save deputy’s life

actions almost three months ago saved a Montgomery County sheriff’s deputy’s life is recognized along with the work of a Winchester City Commissioner who joined in the effort.

On the afternoon of Monday, October 26, 2020, Trooper Casey Caudill was patrolling on Boonesborough Road in Clark County, when he noticed traffic stopped near the Madison County line.

Trooper Caudill proceeded around traffic to further investigate and came upon  Montgomery County Sheriff’s Deputy Charlie Douglass suffering a medical emergency.

The deputy was lying in the road next to his cruiser and was unresponsive.

Trooper Caudill summoned emergency responders and began performing CPR.

Sheriff Charles recognizes Caudill, Commissioner Flynn.

He continued providing life-saving measures until emergency medical services arrived.

The deputy was transported by Clark County EMS to Clark Regional Medical Center, where he was treated. He has since made a full recovery.

In presenting the award, Montgomery County Sheriff’ David Charles paid tribute not only to the trooper but also inter-agency cooperation.

“Today I had the honor of presenting Tpr. Casey Caudill and Winchester City Commissioner Ramsey Flynn (Winchester FD-EMS Ret) with our Outstanding Achievement Award.
On 10/26/2020 they came upon our Dep. Charlie Douglass, who was returning from the DOCJT Training facility in Richmond Ky. Deputy. Douglass was suffering from a serious medical event. Commissioner Flynn and Tpr. Caudill took immediate actions which saved Charlie’s life and facilitated his removal to the Clark County Hospital.
“I would like to also personally thank these gentlemen for not only saving a deputy but my friend. Without their immediate action this would have been a story of tragedy rather than one of joy.
“I also extend my gratitude to the Clark County Sheriff’s Office and the Clark County EMS for their help and concern. It truly takes a team to make positive change,” Sheriff Charles said.
