Three arrested in Madison County on child abuse and unlawful imprisonment charges

RICHMOND, Ky. (ABC36 NEWS NOW) Three adults are behind bars in Madison County following a disturbing child abuse investigation that began when police found a toddler alone outside in unsafe conditions.

According to an arrest citation, officers responded to Edwards Avenue on Sunday afternoon and discovered a 2-year-old boy running through a parking lot with no shoes and soaked in urine. No adults were in sight.

Shortly afterward, Tiffany Cox emerged from a nearby apartment and claimed the child was her son. Officers entered the home and described what they found as hazardous and unsanitary—puddles of urine, feces, moldy food in the refrigerator, and insect activity throughout the apartment. Three other children were also living in the home.

According to police, Cox admitted to placing screws in a bedroom door to lock the children inside.

Two other adults, Kaitlyn Canada and her ex-husband Travis Scenters, were also living in the apartment with their three children. Officers say the rooms associated with Canada and Scenters were in the worst condition, with visible holes and signs that screws had been drilled into doors, allegedly to prevent the children from leaving.

One of the children reportedly told police, “Mommy and Daddy lock us in our room.”

Cox, Canada, and Scenters are each charged with first-degree criminal abuse and first-degree unlawful imprisonment. All children have been removed from the home, and the three suspects are currently being held at the Madison County Detention Center.
