UPDATE: Scott County approves new superintendent contract

SCOTT COUNTY, Ky. (WTVQ) – It’s official, Billy Parker will be the new school superintendent in Scott County.

The school board approved his contract Tuesday night. He starts as interim superintendent July 1 and will officially become superintendent when Dr. Kevin Hub, the current superintendent, officially retires Dec. 1.

Parker is a Scott County native who currently is an assistant superintendent with the district. That knowledge helps with the transition.

“We work really well together as a superintendent board team and the three focuses that we really have as a team are continuity, culture and student achievement,” Parker said Tuesday night after the board approved the contracts and the length of his ‘interim’ status.

The board also approved revised plans for the new Scott County High School.

Plans for the school were submitted to the state for approval in the spring but the Kentucky Department of Education said the district needed to include funds for the athletic portion of the project.

The athletic portion of the project was to be completed in a separate bid at a later time, the same wording the district had used when plans were approved previously for the new Great Crossing High School which was completed last year.

But the state still asked for more info so the district included “a new 1,500-student high school and athletic complex to include football, soccer, track, baseball, and softball fields with fieldhouse and facilities including grandstands, concessions, public restrooms, and
supporting facilities. The athletic complex will be bid as a separate Bid Package at a later date.”

The narrative now includes what was already listed PLUS the following: The athletic complex (to include football, soccer, track, baseball, and softball fields with fieldhouse
and facilities including grandstands, concessions, public restrooms, and supporting facilities) are currently listed on the most recent District Facility Plan as Priority 5.

SCOTT COUNTY, Ky. (WTVQ) – The Scott County Board of Education turned internally for its new superintendent, voting unanimously Thursday night to appoint Billy Parker as the next Superintendent of Scott County Schools.

Board members voted unanimously in favor of Parker’s selection at their meeting held on June 17, 2021.

“We are excited at the announcement of Billy Parker as Superintendent of Scott County Schools and know that he is the leader we need to move our district forward and maintain focus on the recovery efforts being implemented for our students,” commented School Board Chairwoman Diana Brooker.

“As a graduate of Scott County Schools, it is an incredible honor to be given the opportunity to lead the school district that I love and of which I am a product myself,” Parker reflected.

A Scott County native, Parker is a member of the Scott County High School Class of 1996.  He earned his undergraduate degree in elementary education from Georgetown College and went on to earn a master’s degree in instructional technology from Georgetown College and a master’s degree in instructional leadership from Eastern Kentucky University.

He earned his superintendent certification from the University of the Cumberlands.

“I am eager to continue to work hard for this district and make our community proud of our schools and the end product of our efforts, developing students who are responsible and productive citizens,” he continued.  Parker knows this will require input from the community, local businesses, and colleagues in higher education.

Parker is currently the Assistant Superintendent of Operations for Scott County Schools.

During his tenure in Scott County, he has served as Director of Facilities and Human Resources and Interim Director of Transportation.

Previously, Parker was principal at both Elkhorn Elementary School in Frankfort and Kit Carson Elementary School in Richmond. His experience also includes the position of assistant principal of the Early Learning Village in Frankfort. He was an elementary school teacher for eight years at Collins Lane Elementary School.

Parker and wife Lerin have been married for almost 18 years.

Lerin Parker is a math interventionist at Western Elementary School where she has dedicated her entire teaching career.

The couple live on a family farm in Stamping Ground with daughters Brenna, 14, and Molly, 9.  Brenna will be a freshman at Great Crossing High School and Molly will be in fifth grade at Western Elementary.

The new superintendent will replace Dr. Kevin Hub, whose retirement is effective Dec. 1, 2021.
