Prosecutors request psychiatric evaluation for former Letcher County Sheriff accused of murdering Judge Kevin Mullins

WHITESBURG, Ky. (ABC 36 News) – Prosecutors have filed a motion seeking a psychiatric evaluation for former Letcher County Sheriff Shawn “Mickey” Stines, who is accused of fatally shooting District Judge Kevin Mullins in September 2024.

Stines’ defense attorney has indicated plans to pursue an insanity defense, asserting that Stines was experiencing extreme emotional disturbance at the time of the shooting. In response, prosecutors have requested that Stines undergo an evaluation at the Kentucky Correctional Psychiatric Center. They have agreed to allow a defense expert to be present during this assessment.

The incident occurred on September 19, 2024, when Stines allegedly shot Judge Mullins multiple times in his chambers at the Letcher County Courthouse. Surveillance footage reportedly shows Mullins attempting to seek cover before being shot. Stines surrendered to authorities immediately following the incident and has since pleaded not guilty to the charges.

Prior to the shooting, both Stines and Mullins were implicated in a federal lawsuit involving allegations against a former deputy accused of coercing individuals into sexual acts in exchange for favorable treatment. The lawsuit alleges that some of these acts occurred in Judge Mullins’ chambers. Stines had been deposed in this case shortly before the shooting, which some speculate may have contributed to his mental state.

The community of Whitesburg has been deeply affected by this incident, as both men were well-known and held longstanding positions in local law enforcement and the judiciary.

A judge will determine whether Stines can afford to pay for his defense and how the psychiatric examination will be conducted.

Stines remains in custody as the legal proceedings continue
