Kentucky House passes bill aimed at strengthening child care system statewide

FRANKFORT, KY. (ABC36 NEWS NOW) – The Kentucky House of Representatives has passed House Bill 6, a measure aimed at strengthening and modernizing Kentucky’s child care sector.

The bill passed by an 84-11 vote.

Supporters say the legislation addresses child care shortages across the commonwealth by updating regulations, improving oversight and expanding access for families.

House Bill 6 would require third-party reviews of child care regulations, modernize the state’s All STARS quality rating system to focus on outcomes, authorize smaller child care facilities, and expand data collection to better track actual child care capacity.

The measure also updates existing child care assistance programs and adds new transparency requirements for state agencies.

The bill now moves to the Kentucky Senate for consideration.
