Harrison Co. constable & Cynthiana officer charged

CYNTHIANA, Ky. (WTVQ) – A Harrison County constable, who is also a Paris firefighter is charged with rape and giving alcohol to teenagers at a party at his home.

Police say a Cynthiana police officer was also at the party and is facing his own charges.

According to Cynthiana police, William Michael Fields gave liquor to two girls under the age of 18 and few others who were under 21.

Cynthiana police spoke with the young girls involved and after further investigation, there was enough to charge Fields with third degree rape, wanton endangerment, and unlawful transaction with a minor.

In April, ABC36 reported Cynthiana police officer, John William Philpot was suspended after being accused of having child pornography and distributing obscene pictures to a minor.

Cynthiana police confirm Philpot was at Fields’ party while he was off duty.

He has been charged with prohibited use of electronic and communication system to produce minor sex pictures and possession and viewing matter portraying a sexual performance by a minor.

“We’re not above the law, we have to enforce the law, so we can’t break it. I mean, we’re held at a lot higher standard even off duty because how you conduct yourself is going to come back on you in this line of work,” said Ray Johnson, Cynthiana chief of police.

On Monday night, Fields was booked the Bourbon County Detention Center.

Johnson says Philpot admitted to what he did and was released on a bond.

This is an ongoing investigation.
