UPDATE: Boone County Reaches $3.5M Settlement After Shooting
BURLINGTON, Ky. (AP) – Boone County has agreed to a $3.5 million settlement with the family and passengers of a teenager who was fatally shot by a sheriff’s deputy as she tried to drive away from a large party two years ago.
Plaintiffs’ attorney Al Gerhardstein announced the settlement Wednesday.
Nineteen-year-old Samantha Ramsey’s family filed a wrongful death lawsuit last year after she was shot by Deputy Tyler Brockman in April 2014.
Brockman said Ramsey didn’t stop as she left the outdoor party along the Ohio River and hit him with her car, throwing him onto the hood.
Brockman said he feared for his life and fired into the windshield, killing Ramsey. Her three passengers were then held at gunpoint.
News outlets say toxicology reports indicated Ramsey had alcohol and marijuana in her system.

The family of a woman who was fatally shot by a Boone County sheriff’s deputy has filed a wrongful death lawsuit.
The Kentucky Enquirer (http://cin.ci/1H90REx) reports the family of 19-year-old Samantha Ramsey filed the suit Wednesday in federal court in Covington.
According to previous reports, Boone County Sheriff’s Deputy Tyler Brockman said in a statement to his supervisor that Ramsey didn’t stop as she left a party in April 2014 and hit him with her car, throwing him onto the hood. He said she stepped on the gas and, fearing for his life, he fired into the windshield.
A northern Kentucky grand jury heard evidence in the case in November and declined to indict the deputy.
Brockman’s attorney, Jeff Fichner, did not immediately respond to the newspaper’s request for comment.
