Clay Co. mom arrested after child found in horrible conditions

CLAY COUNTY, Ky. (WTVQ)- State Police say they have arrested a woman after finding a ten-year-old she was caring for in horrible living conditions.

Nocona Phillips was arrested after investigators say there was garbage all over the home and about 20 dogs. The child was placed in protective custody.
