Arrest warrant offers news details in the case of a missing Rockcastle County teen

ROCKCASTLE COUNTY, Ky. (ABC36 NEWS NOW) — Court records outline new details in the kidnapping case involving a Rockcastle County teenager who was reported missing for months and later found safe in Maryland.

According to a complaint warrant issued by Rockcastle District Court, 37-year-old Christian Delgado is charged with kidnapping a minor in connection with the disappearance of 13-year-old Wynter Wagoner, identified in the warrant by the initials “W.W.”

The warrant states that Wagoner was reported missing Oct. 14 from a foster home in Rockcastle County. According to the warrant, investigators learned that the child had been planning to run away for several weeks before she disappeared.

The complaint alleges that Delgado unlawfully took control of Wagoner, who was under the supervision of the Cabinet for Health and Family Services, and transported her across multiple states. According to the warrant, Delgado admitted to authorities that he met Wagoner online, drove from Florida to Kentucky to pick her up, and later traveled back through Florida before taking her to Maryland.

The warrant says investigators located Wagoner in Maryland after her aunt contacted authorities and provided an address. U.S. Marshals and local law enforcement responded to the residence and found Wagoner in Delgado’s custody. Officials say the child was located safely and later taken for a medical evaluation.

Delgado is charged with kidnapping a minor under Kentucky law. The warrant allows for a cash bond of up to $1 million and includes conditions prohibiting contact with the victim or other minors, requiring an ankle monitor, and barring possession of weapons.

Delgado appeared in court Monday in Maryland, where he told the judge, “The whole thing is a huge misunderstanding.”  The judge ordered him held without bond as he awaits extradition to Kentucky.

The investigation remains ongoing.
