Lexington Council Passes 2013 City Budget

 The Lexington-Fayette Urban County Council approved the Lexington budget Thursday night..
 The Herald-Leader newspaper reports the $289 million budget includes raises up to 2.5% for city employees.
 It does not include raises for Mayor Jim Gray, the vice mayor or council members, according to the newspaper.
