Police: Clark Co. couple’s home smelled of urine, cockroach on girl’s shirt
WINCHESTER, Ky. (WTVQ)- A Clark County couple is in jail, charged with second degree criminal abuse after police found their kids living in dangerous conditions.
According to an arrest citation, Winchester Police went to Michael and Laura Wilburn’s Franklin Avenue home in Winchester to help social workers.
Officers say Mrs. Wilburn gave the permission to go inside the home.
The arrest citation says officers smelled urine outside from the sidewalk and twin girls also smelled of urine. According to police, an officer saw a cockroach crawling on an older girl’s shirt.
Inside, an officer writes in the citation there was animal poop all over, including on the floor where the family slept.
The citation says the couple admitted they used several glass pipes in the house to smoke marijuana.
Police say the couple has had similar issues before in Georgia and elsewhere in Kentucky. Officers say the Wilburns said they knew the conditions in the home were wrong, but they couldn’t say why or explain how the house fell into that state.
The children were taken out of the home.
