Frankfort woman charged with animal cruelty after search warrant reveals neglected animals

FRANKFORT, KY. (ABC36 NEWS NOW) – A Frankfort woman is facing animal cruelty charges following a search warrant execution at her home, according to a uniform citation filed by the Franklin County Sheriff’s Office.

The citation identifies the defendant as Keeley Howard, 38, of 254 James Way in Frankfort.

According to the citation, deputies executed a search warrant at the James Way residence on February 23rd. Inside the home, authorities reported observing “deplorable and unsanitary living conditions.”

During the search, deputies located a young dog confined inside a medium-sized crate. The citation states the dog was extremely malnourished, had no food present, and was covered in feces inside the crate. The dog reportedly appeared weak and in poor physical condition.

Authorities also reported finding three rabbits running loose inside the residence. According to the citation, the rabbits did not have access to food or water and were living in unsanitary conditions consistent with neglect.

The dog was taken to the Franklin County Humane Society.

Howard is charged with torture of a dog or cat and second-degree cruelty to animals.

She’s being held in the Franklin County Regional Jail.
