Man charged with arson after setting his apartment building on fire

WINCHESTER, Ky. (WTVQ)- A Winchester man is charged with setting his apartment building on fire.

Court documents say Frank Rayburn pleaded guilty to arson on Wednesday.

The apartment building was on Buckner Street.
