Clark County man arrested on child porn charges

WINCHESTER, Ky. (WTVQ) – A Clark County man is behind bars following an undercover operation by the Kentucky State Police.

Investigators with Kentucky State Police’s Electronic Crime Branch say 38-year-old Herbert R. Rice tried to have sexual conversations online with a person he thought was a child.

It was an undercover detective posing as a child.

Investigators say they started investigating Rice after they were tipped off he was having illicit conversations with children online.

Rice is also accused of having child pornography.

Troopers seized a computer from his home.

Rice is in the Clark County Detention Center, where he is charged with 20 counts of possession of matter portraying a sex performance by a minor and one count of promoting a minor under 16 in a sex performance.
