Murder charge after fatal shooting in Rowan Co.

MOREHEAD, Ky. (WTVQ) – Kentucky State Police are investigating a shooting that killed a man in Rowan County.

Troopers say they received a call about the shooting on Leaning Tree Way about 12:30 a.m. Monday morning.

According to an arrest citation, 40-year-old Randy Parmley went to 42-year-old Kenneth Fulton’s house to confront his wife, Sandy Parmley, about why she was at Fulton’s home.  The citation says a fight broke out between the two men, after which Parmley told police that Fulton threatened his life.  That’s when Parmley reportedly pulled out a handgun and shot Fulton twice.

Fulton was taken to the St. Claire Regional Medical Center where he later died, at around 1:15 a.m.

Police say Parmley turned himself in to troopers early Monday morning.  He was taken to the Rowan County Detention Center where he has been charged with murder.
