Deputies reviewed video surveillance, conducted a search of the cell area where the fire was set and then interviewed inmates about the fire.

They say they determined 28-year-old Jeffrey Webb and 29-year-old Daniel Biddle placed a jump suit and a blanket inside a cloth bag and used an electronic cigarette to set it on fire.

According to officials, at the time the fire was set, there were 214 inmates and four employees at the jail.
