Winchester man held on $207,000 bond in child sex abuse case

MIDDLESBORO, Ky. (WTVQ) – A 44-year-old Winchester man was arrested early Thursday on child sex abuse charges in Bell County.
According to the Middlesboro Police, Billy Parks was arrested without incident at a home on Winchester Avenue in Middlesboro.
The warrant stemmed from a June 17, 2020, report by the grandmother of a female minor who contacted Bell County Sheriff’s Chief Deputy Doug Jordan about the girl possibly being the victim of inappropriate behavior by the boyfriend of the child’s mother, identified as Parks, according to police.
The incident is alleged to have happened on May 16, 2020, while Parks was at the home, police said in a statement.
Police Lt. Joshua Harris arrested Parks early Wednesday morning, police said.
Joining the investigation was Bell County Deputy Frank Foster who, along with the Children’s Advocacy Center, conducted interviews with the victim and other family members.
Parks is charged with sexual abuse – 3rd degree, unlawful transaction with a minor – 3rd degree, and he was served several outstanding bench warrants. He is being held on a total of $207,150 cash bonds.
