Mayor names Commissioner of Environmental Quality & Public Works

LEXINGTON, Ky. (WTVQ) – Dowell Hoskins-Squier, Director of the Division of Traffic Engineering, has been named Commissioner of the city’s Department of Environmental Quality and Public Works by Mayor Jim Gray.

“Dowell has done an outstanding job in Traffic Engineering,” Gray said. “She is a strong addition to our leadership team.”

“It will be an honor for me to serve the citizens of Lexington by managing a Department that provides so many services that are critical to our quality of life,” Hoskins-Squier said.

A Lexington native, Hoskins-Squier worked in engineering consulting for Gresham, Smith and Partners in Nashville before returning home, bringing with her a wealth of experience that has benefitted Lexington.

As the Director of Traffic Engineering she launched a number of new initiatives (some of which are still underway), including a specific focus on pedestrian safety improvements, more resources for infrastructure maintenance, prioritization of intersection spot improvements, as well as providing access to the traffic camera feeds on a webpage.

In addition to Traffic Engineering, the Department includes the Divisions of Environmental Services, Waste Management, Water Quality, and Streets and Roads.

Hoskins-Squier holds a Bachelor of Engineering and Master of Science in Civil Engineering from Vanderbilt University.

She replaces David Holmes, who is temporarily transferring to the Department of Law.

Hoskins-Squier begins work as Commissioner effective today, Monday, Dec. 14. Her permanent appointment must be approved by the Urban County Council.
