FRANKFORT, Ky. (WTVQ) – House Speaker Greg Stumbo spoke with the House Health and Welfare panel about key elements in House Bill 3 (HB3), which proposes to legalize medical marijuana in the state.

Under HB3, only trained doctors could order the use of medical marijuana, and a state-licensed pharmacist would have to be on-staff at all dispensaries.  Medical conditions that would be covered under HB3 would include post traumatic stress disorder and drug addiction.

Another aim of HB3 is to regulate the growing of hemp and marijuana with the aim of collecting CBD oil from the plants, which was approved for study last year.
