Investigators said some Good Samaritans found the German Shepard wandering last week in Prestonsburg and took her to a veterinary clinic.
The dog, who was later named Cello, was flown to an emergency animal hospital in Louisville.
She was recovering after having surgery there.
Veterinarians said Cello had been shot in the head at close range.
They said her eye and tail had to be removed.
Meanwhile, the Prestonsburg Police Department said it continued to search for the person or people who abused the dog.
Anyone with information on the dog was asked to contact the department at 606.886.1010.
The Humane Society of the United States was also offering a reward of up to $5,000 for information leading to an arrest and conviction in the case.
The Arrow Fund continued to raise money to help Cello.
The non-profit group helps animals who have been victims of extreme torture, abuse and neglect.
