Officials said Caldwell is accused of stalking a Lexington woman and sending threatening letters to local businesses.
At his last hearing, the court ordered another full mental health evaluation. Officials would not tell us what happened in that evaluation.
To be competent, Caldwell has to understand the lawsuit filed against him and why he is in court.
He also has to understand the charges and the associated penalties if convicted.
Caldwell also disappeared in May after he was accused of stalking a co-worker.
The judge delayed the decision until August 28.
