A federal indictment unsealed Monday accuses Conley of soliciting and getting kicbacks from the PBTHNOJJ Construction Company of Salyersville. The co-owners of that company, Kenneth and Ruth Gambill, are also accused.
The indictment says from 2009 to August of 2013, Conley rigged the competitive bidding process in order to pick the Gambrills’ company for construction contracts in Morgan County. The indictment says after getting the contracts, Kenneth Gambill would deliver cash to Conley.
Conley and Kenneth Gambill are also accused of defrauding a federal-funded program. The indictment alleges Conley misappropriated money from Morgan County, after the county received federal funding for emergency services, debris cleanup, and rebuilding efforts after the March 2nd, 2012 tornado.
