New York, NY (SportsNetwork.com) - Joe Torre, Tony La Russa and Bobby Cox, three of the five winningest managers in Major League Baseball history, headline a list of 12 men included on the National Baseball Hall of Fame ballot that will be voted on in December by the Expansion Era Veterans Committee.

Former New York Yankees owner George Steinbrenner and one-time Yankees skipper Billy Martin are also on the list of eligibles released Monday, along with ex- players Dave Concepcion, Steve Garvey, Tommy John, Dave Parker, Dan Quisenberry and Ted Simmons and former Players Association executive director Marvin Miller.

A committee of 16 will convene on Dec. 9 to vote on the candidates, with a 75 percent acceptance rate required for election into the Hall of Fame.

La Russa's 2,728 victories rank third all-time, with the retired manager guiding the St. Louis Cardinals to World Series titles in 2006 and 2011 as well as the Oakland Athletics in 1989. His teams appeared in six Fall Classics during his 33-year tenure.

Torre was a central part of the Yankees' most recent dynasty, piloting the Bronx Bombers to four world championships in a five-year span from 1996-2000 and a total of six American League pennants. A standout player as well who hit .297 with 252 home runs over an 18-year career, Torre's 2,326 wins are fifth in MLB history.

Cox stands fourth all-time with 2,504 wins over 29 seasons as a manager and directed the Atlanta Braves to five World Series appearances and a Fall Classic victory in 1995. The Braves also captured 14 consecutive division titles from 1991-2005 under his command.

Among the 11 career leaders in managerial wins, the other eight are currently members of the Hall of Fame.

The Baseball Writers Association of America will release its ballot on Nov. 25. Among this year's first-time eligibles are Greg Maddux, Tom Glavine, Frank Thomas, Jeff Kent and Mike Mussina.
