A neighbor says life in Burkesville will never be the same. Monica Pepper says the children come from a wonderful family.

State Police say a 5-year-old shot and killed his little sister.  Troopers say it happened around 1:00pm Tuesday at a home on Lawson's Bottom Road. The Cumberland County Coroner says the girl is two-year-old Caroline Sparks.  KSP believes the shooting was accidental. Pepper says their mom was home at the time, but did not know the gun was loaded.

KSP says it will investigate whether any negligence took place. 

Trooper Billy Gregory says the only law he knows regulating children owning guns is a minor possessing a handgun.  Gregory says the law specifically says handgun, and in this case a rifle was used. 

We're told the gun was given to the 5-year-old as a gift.  KSP says the investigation will take weeks.
