Second Arrest In Rowan Co. Child Endangerment Case

 A second arrest was made after nine children in Rowan county are found in what authorities call "deplorable conditions."
 Kentucky State Police said the children's father, Johnathan Prater, 34, was arrested on Wednesday after they received a call saying he was at a hospital being treated from a fall.
 Prater and the mother of the children, Edith Strange, 35, are charged with wanton endangerment.
 Police said they responded to a call on Monday about the couple's children being abused and living in a home with no food.
 Six of the children were taken to the hospital.
 Two of them, one an infant, was treated for malnutrition and dehydration.
 The infant was also treated for hypothermia, according to police.
