Richmond Police: Son And Mother Living In Deplorable Conditions

Richmond Police said Albert Chaffins, 39, of Richmond, was charged with Neglect of an Adult after officers said he and his mother were living in filth with no running water in the home.
Richmond Police said what began as a welfare check at an apartment on McDougal Avenue on Monday, ended with the arrest of Albert Chaffins, 39, of Richmond, on a charge of Neglect of an Adult.

Police said before they even entered the residence, officers detected a strong odor of feces and garbage.

Police said Chaffins was the caretaker for his mother, who officers said suffered from significant and numerous health problems, including restricted mobility.

Police said the water had been turned off in the apartment.  There wasn't any air conditioning.

Investigators said all of the toilets were filled with human feces and urine; the mother's bedside toilet was filled with feces and urine; there were dog feces and insects on all levels of the residence; and several bottles and a large jug filled with urine were about the premises.

Police said the mother, who appeared to be in her 60's, had several sores, scabs, bruises, rashes and what appeared to be insect bites on her body that had not been medically treated in any fashion.

Adult Protective Services responded to the scene.

The mother was taken to Baptist Health Hospital where police said it was discovered that she had head and body lice and beg bugs on her.

Chaffins was lodged in the Madison County Detention Center.
