State Police arrested Ruby Richardson of Powell County Wednesday after they said she was severly neglecting a woman she was supposed to be taking care of.
Deputies say the woman had been in Richardson's care for the past year. They said in that time the woman had gone from weighing 230 pounds to less than 100 pounds. Police said Richardson forced the woman to eat table scraps and dog food.
The woman was found at a home on Martin Street in Stanton. Police said the home did not have heat, or food. Deputies said the woman was found wearing three pairs of clothes to stay warm, and was under blankets.
The woman told police that Richardson brought her to the home days before and told her not to answer, and not to talk to anyone. She was taken to a doctor to be checked out.
Richardson was arrested on charges of abusing and neglecting an adult. Police said she had also been collecting the woman's food stamps and disability.
