Arrest Made After Fatal Fire in Winchester

 A man has been charged with arson after a deadly Clark County fire.
 It happened just before 6 a.m. Sunday at a home on East Broadway in Winchester.
Aaron Spencer, 23, is currently at the Clark County jail accused of starting a fire that killed Kenneth Payton, Jr., 50, a resident of that home.
 Pamela Cantor, 43, was also arrested for an outstanding warrant unrelated to the arson investigation.
 Once officials arrived on scene, arson investigators soon determined the fire was suspicious.
 That's when police said they started interviewing witnesses, those that lived with Payton.
 State Police said Payton's death is still under investigation.
