Kentucky is once again lowering their American Flags to half staff, this time for the shooting victims in Wisconsin.

This is the second time in two weeks the flags have been lowered.

A week ago flags were lowered for the shooting victims in Aurora, Colorado.

Some are wondering if the American Flag is being lowered too much and starting to take away from the symbolism of the act.

Originally lowering the flag was only reserved for the deaths of service men and women and public officials.

The President is the one who can mandate when government and public flags can be lowered. Private flags do not have to follow the mandate.

In Kentucky the flag is also lowered only for public officials or soldiers either from Kentucky or based in Kentucky upon their deaths.

Lowering flags began following World War One through the American Legion.

In 1942 a national Flag Lowering Code was adopted.
