Police say it's nearly impossible to enforce the state's two-year-old texting while driving ban.
The Courier-Journal newspaper looked at more than 900 charges brought against drivers since the law passed in 2010, and found that 25% of the charges were dismissed, while 63 percent of drivers were convicted.
