Several Charges Dropped Against Former School Director

Several sex charges against a former public school director in Laurel County have been dropped after the witnessed changed her story.

Prosecutors said four out of five charges against Douglas Phelps were dismissed. He is accused of exposing a 14-year-old girl to sexual contact and alcohol in 2011.

According to Phelps’s attorney, a taped conversation between the witness and her friend proved the accusations were not true. The witness allegedly told her friend that she lied about having sexual contact with Phelps.

The one charge left against Phelps accuses him of exposing a 17-year-old girl to sexual contact in 2011. It is now before the Kentucky Supreme Court for review.
