A Laurel County schools official has been indicted and charged with several counts of sexual abuse with a minor. 52-year-old Charles Douglas Phelps is the school district's director of pupil personnel he is charged with three counts of first degree sexual abuse and two counts of third degree unlawful transaction with a minor. So far Phelps is not in custody a warrant has been issued for his arrest.
