Shortly after 2 Tuesday morning, Richmond police said they went to a home in Smith Village after being told that a 2-year-old and a 4-year-old were outside in the snow, with temperatures reportedly hovering around 20 degrees.

When they got there, a neighbor told them she had taken the children into her home. They reported finding one of the kids inside without shoes or pants on, and the other was partially clothed as well.

Officers then said they went to the children's home where they found the back door open. After realizing no adults were inside, they said they walked in and discovered another small child in a crib.

All three children were taken to the police station where social services were contacted.

None of the children were hurt.

Their mother, 23-year-old Valarie Ward, was called to the station and charged with three counts of endangering the welfare of a minor.

She was released, and the children were placed in a relative's care by social services.
