Richmond Man Accused Of Tattooing Children Against Their Will

Richmond Police said they arrested a man Thursday who they had been looking for for five months.

Investigators said Justin Richardson, 31, of Richmond, is accused of tattooing three children, ages 6, 7 and 9, against their will.

Police said Richardson went to the children's home to tattoo their dad.

Investigators said the children's father told them that after he stepped out of the room for a brief moment, he returned to find Richardson holding down one of the children, tattooing her arm.

Police said Richardson was charged with first degree criminal abuse of a child under the age of 12 and possession of a firearm by a convicted felon.
