Richmond Police said Nathan E. Gibbs, 49, of Richmond, was charged with stealing approximately 50-pounds of road salt from the City's Public Works garage on East Walnut Street late Wednesday afternoon.
Police said Gibbs was cited for Theft by Unlawful Taking under $500.
