Senator Alice Forgy Kerr has filed a bill requiring anyone convicted of second-degree manslaughter to serve 80% of his or her sentence, before being eligible for parole.

Right now it's 20%.

Glenn Doneghy was convicted of hitting Durman with an SUV.

The bill, if passed, would not affect Doneghy's 20-year sentence.
