Police: Father Charged After Child Found Wandering The Streets

Officials said on Wednesday a Richmond Police Officer on patrol in the 100 block of Woods Trail was flagged down by a social services worker who reported that he had found a 1 and a half year old child in a diaper walking in the roadway unattended.
Officials said on Wednesday a Richmond Police Officer on patrol in the 100 block of Woods Trail was flagged down by a social services worker who reported that he had found a 1 and a half year old child in a diaper walking in the roadway unattended.

The Richmond Police Department said the officer was able to locate the father of the child Steven Welton along with another man, Andrew Romans.

Police said after searching the residence, officers discovered three small packs of methamphetamine, a small amount of marijuana, and various drug use paraphernalia.

Both men were taken into custody and lodged in the MCDC. They were charge with the offenses as specified below:

Welton: Wanton Endangerment 1st Degree
Possession of Marijuana
Possession of a Controlled Substance 1st Degree
Possession of Drug Paraphernalia

Romans: Trafficking in Marijuana
Trafficking in a Controlled Substance 1st Degree (2 counts)
Trafficking in a Controlled Substance 3rd Degree
Carrying a Concealed Weapon
Tampering with Physical Evidence
