Lexington Mayor Jim Gray says it's time to take a stand against homelessness.

He's forming a Commission to look at the problem and possible solutions.

Gray said while the community does reach out to people in need, it's a complex issue that needs to be examined.

The Commission will also look at the impact shelters have on neighborhoods in the community.
