Laurel Sheriff’s Deputy Larry Parrott was dispatched to a complaint that a male subject had exposed himself to a female victim and her children on Laurel Lake Road, 17 miles west of London  on Tuesday night.

When the deputy arrived at the scene he learned from the victim that a male subject whom she did not know had pulled up in a car at the spillway dam parking lot, and had grabbed her inappropriately , and made several sexually offensive remarks. Additionally it was alleged that he exposed his genitals to her.--All of this occurred in front of her 14 year old child, with her at the time.

The subject continued to make sexual advances toward her. Only after she said she had a weapon and told him to get away did he pull to the other end of the parking lot.

Deputy Parrott made contact with the male subject who was sitting in his vehicle.  The subject  advised that he did in fact grab the female, and was trying to pick her up for a good time.

Deputy Parrott arrested: R.B. Mitchell age 58 of South Hwy 421, Manchester charging him with: Sexual Abuse 3rd Degree, and Indecent Exposure,2nd Degree.
