Kentucky Lieutenant Governor Jerry Abramson attended a groundbreaking ceremony for a new state emergency center in Frankfort Tuesday morning.

The ceremony was held at the Boone National Guard Center.

Kentucky officials say the new center represents an investment of nearly $10 million dollars in upgrades.

The new facility is being built under strict FEMA guidelines and will be engineered to withstand an F-4 tornado.
