Lexington Mayor Jim Gray proposed a city budget for fiscal 2013.

Here are some of the highlights:

* Gray proposes spending $289 million, a three percent increase over 2012.

* There are no broad-based tax increases.

*  It includes a two percent raise for non-union city employees.

This budget plan has to get council approval to become law.
